● Government’s spend on education increased from R40 billion in 1997 to R320 billion in 2017. The2017 national education budget constituted 36% of the total social services budget and 21% of theentire government budget.

● The National Senior Certificate overall pass rate increased from 71% in 2015, to 76% in 2016.

● University subsidies increased by 13%, from R28 billion in 2016 to R31 billion in 2017.

● The Commission of Inquiry into Higher Education and Training, established to inform governmentdecisions in pursuit of a sustainable solution to the ongoing higher education funding crisis, cites theIkusasa Student Financial Aid Programme (ISFAP) as a continuation of the current National StudentFinancial Aid Scheme (NSFAS). ISFAP aims to provide a combination of loan and grant funding forstudents deemed as poor and those who fall into the 'missing middle' bracket, using the Broad-using the Broad-Based Black Economic Empowerment scheme as one of its funding sources.
